今回の世界的な金融危機は、百年に一度のものと言われています。しかし、危機はチャンスでもあります。危機が混乱をもたらすのか、それとも新しい時代を開くのか。それは、私たちの対応にかかっています。
1929年の大恐慌の教訓を、忘れてはなりません。世界各国は、自国の利益を優先し、保護主義に走りました。それは、世界経済を収縮させ、第二次世界大戦にもつながりました。
戦後、各国はその反省に立ち、協力し合う関係を築きました。そして世界経済は、半世紀にわたり成長を続けました。しかし、今回の金融危機は、経済が予想を超えてはるかにグローバル化したときに、これまでの仕組みでは限界があることを示しています。
私は、昨年11月、ワシントンでの金融サミットで、我が国の過去の金融危機とそれを克服した経験を各国首脳に説明しました。また、国際通貨基金の機能強化と、最大一千億ドルの融資による日本の貢献策を表明しました。あわせて、次のことも提唱しました。一つは、金融市場の監督と規制に関する国際的な協調の必要性です。もう一つは、保護主義に陥ることなく、世界の貿易と経済を拡大することの必要性です。
これらは、各国の賛同を得て、進みつつあります。世界第二位の経済規模を持つ日本は、世界経済の新しいルール創りに積極的に貢献しなければなりません。もちろん、経済だけではありません。東西冷戦が終わって20年。国際社会の平和と安定に向け、新しい秩序創りにも、参画しなければなりません。（首相の所信表明演説による）
Nowadays we face a serious world financial crisis.It is said that this crisis is the worst one in last one hundred yeas.However,crisis is a chance.Whether crisis will confuse us or give us a new age depends on what we will do.
We must remember the financial panic caused in 1929.Many coutries take a protectionism in order to retain their interest.That rendered world market bad and the Second World War broke out.
After the war,every country regretted and made a relationship.They cooperate with each other.So the world economy has developed over the last half century.However,this financial crisis shows that when the economy get too grobalized,our economy system has a limit.
Last Novenmber,in the financial Summit in Washington,I explained to every country's head what financial crises we faced and how we got over them.And I suggested that we should make the IMF strong and Japan will give one hundred billion dollars in order to contribute to the world.Moreover,I suggested that we should work together in order to manage and restrict the financial market and that we should avoid protectionism and make the world trade and the world economy better.
These suggestions are starting because many countries agree with them.Japan's economy is the second best economy in the world,so we have to make every effort positively to make new rules about the world economy.Of course,besides economic field,we have to take part in making new order in order to keep the world peace and sustain the world.
